The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.

Under the leadership of Secretary Robert F. Kennedy, Jr., HHS is taking bold, decisive action to reform America’s food, health, and scientific systems to identify the root causes of the chronic disease epidemic and Make America Healthy Again.

HHS administers more than 100 programs across its operating divisions. HHS programs protect the health of all Americans and provide essential human services, especially for those who are least able to help themselves.

Pursuant to the preliminary injunction issued on September 10, 2025 in New York et al. v. DOJ et al., No. 1:25-cv-00345 (D.R.I.), the U.S. Department of Health and Human Services' "Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA); Interpretation of 'Federal Public Benefit,'" 90 Fed. Reg. 31,232 (July 14, 2025) (HHS PRWORA Notice) has been enjoined until further notice and is not being enforced or implemented by any employee, agent, grantee, or contractor of any HHS component or program in the plaintiff states of Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia.
